The Texas Legislature created the institute in 1969 to provide educational programs for county judges and commissioners, county treasurers, county and district clerks, and county tax assessor-collectors.

McGuill has been AgriLife Extension agent for agriculture and natural resources in Victoria County since July 2012. He previously served as agent in Wharton, Atascosa and Matagorda counties since 1997.

As county agent, McGuill developed extensive educational resources for producers and residents. Topics ranged from turfgrass, cotton and soybeans to wildlife food plot development and insect pest identification in landscapes.

He has been active in numerous civic and trade efforts, including the Houston Livestock Show and Rodeo Area Go-Texan committee, Wharton County Youth Fair board, New Taiton Community Center board of directors, Northside Education Center board of directors, Wharton County Farm Bureau Ag in the Classroom committee and the Atascosa County Economic Development Corporation board of directors.

McGuill earned a bachelor’s degree in animal science from Sam Houston State University in Huntsville in 1996. He obtained a master’s in agricultural development in 2006 and is scheduled to complete his doctorate in agricultural leadership, communications and education in 2015, both from Texas A&M University in College Station.
